Broward County's existing summer program was not a camp. It was credit recovery and special services, students who needed to pass to the next grade, or needed extra support, spread across a handful of schools for a few weeks each summer. No BCPS school had ever run an actual summer camp: the open-enrollment kind offered in every city, that any family could just sign their kid up for.
