Broward County Public Schools (BCPS) is the sixth-largest public school district in the United States, serving over 200 schools and more than 250,000 students across South Florida.

The Challenge
BCPS needed to secure voter approval for an $800 million bond to fund critical infrastructure upgrades, safety enhancements, and technology improvements across the district. Communicating the value of the bond while maintaining public trust required a year-long, district-wide awareness campaign that integrated video, web, and community engagement at scale.


Strategy Summary
Led by District Webmaster Sean A. Russell, the Communications team launched a full-year integrated marketing campaign that combined digital strategy, community storytelling, and technical execution. Sean served as:
- Lead Webmaster, managing marketing, site upgrades, and UX enhancements across 75 departments and over 200 schools
- Video Producer, overseeing original content distributed through public channels and community briefings
- Marketing Collaborator, supporting message clarity, design systems, and stakeholder alignment
- Web Migration Lead, managing multiple six-figure Finalsite projects to modernize the district’s digital presence
